ArcGIS Online offers great mapping with a web browser. To map external data tables, their content must be inserted into the database portion of a pre-existing shapefile. The .ZIP file includes a shapefile of the US 50 states and a PDF instruction set. The instructions note that you must be able to open, modify, and save a .dbf. The PDF shows the use of Open Office to merge external data into a shapefile, and then map it in ArcGIS Online.
